Special Education Reference

The Special Education Reference™ (SER™) is a web-hosted electronic bookshelf, i.e., collection of Federal and State special education statutes and regulations including the IDEA, NCLB, FERPA, etc.  SER™ content is tailored to meet state special education policy requirements.  State special education policy letters, OSEP letters and other documents can be catalogued in SER™.   SER™ is one means of meeting OSEP expectations for state agencies to catalogue state policy letters. 

Policy Updates.  Outdated statutes, regulations and policies letters may be archived in SER™ for future reference.  Updates to SER™ are typically made and online for use within 72 hours.

SER is Straight forward.  A link is placed on the state education agency website to the host server.  Unless other access protocols are requested, no user name or passwords are required to access SER™.

Who Can Access SER™ ?  The state education agency or local education agency determines who has access rights to SER™. Access may be restricted or SER™ can be universally available.

Who Benefits from SER™ ?  Principals, local special education directors, central services administrators, EC teachers, school board attorneys, therapists, advocates and parents will find SER™ useful.
