As school districts continue efforts
to improve educational outcomes for children with disabilities,
district officials understand very clearly that the greatest challenges
for meeting NCLB requirements will be in designing instruction for
students with disabilities who have for a quarter of century performed
substantially more poorly than non disabled children have performed.
School officials recognize that continuing the same instructional
practices for students with disabilities is a sure recipe for continued
academic failure for disabled students.
